you should have a very good command over the language you are selecting. also it always helps if you are a native to that language since then you can put references to certain things which should be there for the target audience, it makes audience feel more connected to the article.
starting rate for a 300 word article is approx 2$ a piece, and as you get better with the articles, and information and copyrighting, your rates start to increase as well.
